There is no “Product Vision” mandate in Scrum. But you are free to create one of course. Business Case and Project Charters are not “official” Scrum artifacts, but people generally create them as they normally would as part of Sprint 0. Sprint 0 is the work/planning you do before starting an Agile/Scrum project. Most teams/companies, create shorter, leaner templates instead of using the ones they would traditionally use.
